I have no idea who the manufacturer is and I wouldn't forge on it but it works well for clamping up leather sheaths when i'm forming them and using the anvil to set copper rivets. I would not think anyone would risk scarring up the knave of an axle and have seen the wagon tongue vises that do not look like that. I would suggest your friend does more investigation on it.
