Without knowing anything about it I'd say mild steel, the frame is modern structural shape, channel iron that's been formed in a press. In one pic I see a rivet head and it looks like the main frame rails are spaced maybe 1/2" apart. Nothing strange about that, the little space makes the structure stronger than if the rails were riveted directly together. I'd have to guess it's factory made and mild steel. I see what looks to me like a forge welded joint on the wheels "tire" but I can't say if it is wrought or not. Nice little old wagon tho.
