Without a better picture it looks like epoxy impregnated wire mesh.

It's definitely colored epoxy. Not sure what the mesh is.

does it look like twisted wire between the honeycomb pattern?

It does look like chicken wire. At least that's what we call it here.

Same here, wonder if its stainless chicken wire  People take epoxy and make knife scales out of a lot of funny things.

Stretched hardware cloth could make an interesting pattern.

It's called c tek. Most of it that I've seen was a more unform honeycomb though. 

That looks like some home made C-tek, the normal C-tek has the matrix extending through the thickness This looks like chickenwire, you can barely make out the twists between the sections.   @cedarghost where did you find those at?

Looks like a painting of chicken wire to me. Actual chicken wire would deform a little differently then the areas depicted as deformed. 

It looks like homemade "C-tek" made from damaged aluminum honeycomb to me. There is usually a lot of the honeycomb on ebay - I've been tempted to try making some homemade scales - right after I finish up the other 62 projects I'm doing first ... lol

While we are on the topic - has anyone ever used C-tek matrix scales on a knife?
