Even though its not guarding a drop?

Yes, it's more of an entrapment rule than a drop rule. (The dreaded 4" rule)

I had to fight the council on my old house when I restored the porch to what it originally looked like, the original railing was just a 6" round between the wooden columns. They kept saying that I required a underfilling as the drop off of the porch was too high. Since I needed to regrade the yard I asked what height was the cut off point and I'd fix the drop off and leave the original look to the house---the inspector couldn't tell me. I ignored him after than until we moved. I tried digging into the code but I never found a value myself.

The next owner replaced the restored wooden columns and railing with plastic ones, the slate roof with composition, the wooden windows with plastic ones. The 100 year old house looks lovely; but not like it used to. Sort of like seeing an elderly relative all gussied up in their coffin...

Nice railing grizz. I don't mind building stuf like that, I just hate installs. But then I am not very good at installs.
