If the insignia is a gold palm, and his service is one of: Navy, Coast guard, NOAA, USPHS, then yes!

and the abbreviation is generally Lt Cdr

I know what the ranks look like,   The trouble is I cant remember, and he is Navy, heads up a wing of choppers
