Charles R. Stevens
Sring stock , prefrably heat treated, operate at an angle so the debre formes furles between passes as aposed to being drug behing the rakes. Use a drag or finer tinened rake to finish ( old tires bolted to gether make an exilent drag, and can be mounted on a three point frame. This one is pilled by a single horse, donkey or garden tractor.
njanvilman
What you make is kind of dependent on what you have to pull it with. If it is to be human powered, a good yard rake will do.
Glenn
You can pull a wooden pallet or gang several together if you have a stronger pulling device. You can pull a section of chain link fence secured in a frame. Pull at a slight angle to move the debris to one side and form a row or furrow. If you add a little weight it digs in and becomes more aggressive. Combine one or more devices if needed. Do a search for harry harrow, bridge harrow, harrow, etc for additional ideas. Charles R. Stevens
Might try "rock picker"as we are talking about two operations, on to collect and remove debree (flotsam) from the beach, then to groom (smoth) groom the beach Edited April 28, 2015 by Charles R.
