Timothy Miller
I have seen a few of these over the years, never figured out what they were used for.
Blacksmith Johnny
Looks like a swage tool for the crimps when working with wire rope. (cable)
macbruce
On one hand it looks like half of a flaring tool for tubing.....On the other it could be used for twisting different sizes of wire together, but why the two together?........
Marksnagel
I agree with John.

Farmall
They are always listed on ebay as either a "lineman's crimping tool:" or "telelgraph wire crimping tool" This link shows a photo of 4 different ones.http://www.worthpoin...rimper-74485381
Phil H
Suggest that this is a crimping tool to crimp copper lugs (termination with a flat plate with a hole in it to be held by a stud or bolt,) or joining sleeves, onto a wire or cable. The application is usually electrical. Modern ones usually have an articulated action that gives more mechanical advantage. (I have 44 years experience as a linesman/electrician). I agree that the tool category is "swage".
bigfootnampa
Klein is a maker of electricians tools so the fact that they made them does seem to confirm that they are wire splice crimpers. I have thought that too just from the look of them. I never saw one that had the Klein name on them till now.
