I bought this to use the metal to make some punches ala ABANA level 1 curriculum.  What was this “plus sign” ended chisel originally for?

That is a masonry drill. Hit, turn, hit turn… Modern hammer drills are way faster to use, but the same basic principle.

Thank you, that’s helpful.  As an old striking tool I’m guessing it’s 4140 or so & should make a tough punch if not a particularly heat-resistant one.  Thoughts?

It's a star drill used to hammer holes in rock, masonry, etc. Ala "The Legend Of John Henry." I was going to post a link but Youtube hates me today.

Unlikely it's 4140 maybe but probably more like 1045 or so. These things don't need a special alloy, they don't drill rock by rubbing they just break up the contact points. You hit it, give it a shake and a bit of a twist and hit it again. The shaker was the man who shook and twisted the drill for the driver.
