Railing placement issue - should I cut off & re-weld or leave as is?

OK. Just one more thought; After looking at the close up and realizing the stake was round I see another possibility. Have your smith make rings of 25mm round bar (he would love that) open the rings to fit around the bar, then heat them with a torch and squeeze them around the stake under the finial. I would do this just above the rail. It would strengthen the stake and leave the smaller gap you desire. However, it would be just as much of a departure as the original gap, but it would also hide the weld.
