found this in a local scrapyard in with a load of used shoes, looks like a poorly made modern copy of some sort of medieval stirrup

Looks like a poorly made modern copy of a medieval stirrup of some sort! Other than that, I've got nothing of value to add. 

Have you read Don Coldsmith's Spanish bit series? He found an old bit and wrote a novel on it! 

I'm already aware of the company this was keeping ID and the assumption that it is an item of tack is reasonable, however there are other possible uses for a stirrup.....could have been made for a crossbow for instance.

 

certainly does not look like any crossbow stirrups I have seen; european, medieval through modern.
