Old anvils were typically repaired by forgewelding the broken bits back on. Those look like forge welding lines to me where they were couldn't be bothered to smooth them out.

Solid phase welding---nothing is molten during the welding process.

Old anvils were also made by welding up chunks of wrought iron into bigger chunks that were then forged into the anvil.

My take is that this anvil was either heavily rusted or left in an acid bath long after it was made resulting in it showing the various pieces that were welded together---not a problem in use!

You haven't looked at enough HB's then.  Not uncommon to see this look of  "blobs" stuck together on Hay-Buddens bases and feet.

perhaps, but I generally don't see the "construction details" on anvils that have not be treated someway to show them.  My HB's certainly don't.  The older anvils sometimes show the forge welds that made them in their "patina"---like my william foster stamped 1828.
