Hayden H
http://www.millerauctions.net/images/DSC_0124_426x640_.jpg. I think its a punch of some sort, but it may also be a watch jewel setter.

doc
It's called a staking tool. Used in the watch making industry to stake axle shafts in gears and sometimes to punch small holes in nonferrous metals, sort of a miniature arbor press. The one pictured was most probably made by K&D co. they manufactured them for more than 120 years. I had a shop in the basement of their factory 30 years ago and used to make some items for them like crucible tongs etc;. Robert Yates
Looks like a Master Jewlers set often used for crafting custom jewrey such as rings, pendents , watches internals stone settings and such . Noted as such by my inlaw that has a very high end Jewrey shop in FL. Sam
