Scott NC
I was my divisions maintenance man and got carte blanche on tools, material and how I did it (nobody wanted to fool with it). When discharge time rolled around and I went to turn my tools in they said keep them. Ok. The waste is astronomical.
Irondragon Forge ClayWorks
I ran into the same thing in the USCG. When my tour was over and I was leaving my last duty station the Lighthouse keeper came out to my van with a large tool box full of the tools I had ordered for the station. He said these are yours to keep because the station was scheduled to be automated after he retired in a couple of months.
