Temperature only? I would like to know more about the cause and effect of different agitation rates...

Did you read the ASM Handbook on Heat Treating?  They discuss quenchants and forms of agitation in detail.

Besides moving the piece there should be references to pumped quenchant and bubbled quenchant.  Of course the old blacksmithing books mention moving the workpiece up and down to avoid a water line crack; but they were using simpler alloys.

Cooling rate determines the as quenched microstructure which in term strongly influences the stresses generated. Agition can increase or decrease cooling rate depending on how agressive it is. The are many other factors that influence quench related cracking such as part geometry so you really have to consider them all together if you are trying to prevent cracks.
