I have one simular to it I use for a center punch. Works good for that.

Could be a handled bob punch or centre punch of some sort.

Could it be used for a countersink for a flush surface after riveting ? Just a thought.

Appears to be of a size that would require a striker.... Perhaps a tenon drift tool.....

its a boiler makers tool, a chamfer punch for rivet holes, chamfering the edges slightly makes a stronger head as there is no sharp corner under the head to create stress and make the rivet head pop off.

Right again. They come in various sizes too. I get a kick out of seeing them on Ebay with all sorts of weird names. They also get fire side chipping hammers labeled wrong too by often calling them cross peen/straight peen hammers. The good old days of steam.

I was almost right, I had never seen one except in the old RR Roundhouse repair shop here, many years ago. Its actually a COUNTERSINK.

I have a small one for less then 1/4" rivets. I use it for textures where I want a lot of small round depressions. I have only used it a couple of times for its intended purpose though.
