If it were a large face say 4-5" x 12-14" I'd rent an electric jack hammer and pick up an old worn out bit from the rental place. I'd make a flatter type chisel for the jack hammer, make whatever I needed to stand on to work "comfortably" go to town on the face. Pick up the small pneumatic hammers at yard, garage, etc. sales and rent the larger unit. Pick up a worn out chisel and modify it into a plannisher / flatter, etc. FIRST there's no sensible reason to have the rented hammer laying there while you modify the chisel. The rental place will have worn chisels for THE hammer you're going to rent so the only thing you need modify is the business end. Frosty The Lucky.
