Anything that will cool steel quickly from above its critical (nonmagnetic) point will work but it is not optimum for the reasons already mentioned and because, without experimentation, it is impossible to tell if it is suitable or best for the particular alloy of steel you are using. Some steels are water hardening, some are oil hardening, and some are air hardening. Can you use it? Yes. Is there probably something better and less hazardous available? Also, yex.
