What do you use to create a fuller?

I recently created a blade for a buddy, but for the longest time I couldn't figure out how to do the fuller. I just gave in one day and I milled out the fuller.

Question is, How do you guys create your fullers without cheating like me? :)

if it's cheating and it works it's not cheating!   I've used a sen, forged fullers in, filed them in (quite tedious!) and used a very small contact wheel on my bader.  For something that small I'd probably go with a custom sen.

Is that how you make cable Damascus to Kozzy.

Seems to me I have seen small contact wheels on belt grinders for making fullers more than anything else or spring swage first then grinder.
