Gas Forge quick on-off valve?

I'm building a two burner gas forge based on a two burner Chili Forge.  John Switzer gave it good reviews.  T-burners of course.

I may be remembering this incorrectly, but I seem to recall an on-off valve for one of his previous gas forges.  It's operates similarly the my quick on-off valve on my O-A torch, which I saw on his channel and decided to get one.  I'm thinking he cuts off the gas because he's trying to talk and it's noisy.

Maybe I'm out to lunch or remembering incorrectly because it doesn't seem to be a common practice to cut the propane for the minute or two one minutes at the anvil.  I do like the idea of saving on propane.  A 20# tank used to be $15 at Walmart.  Now it is $25.

Socks, is that an exchange or are they filling it at a set price regardless of how much they put in? Tractor Supply fills them and charges you for what they put in not just a set amount. Also many exchanges do not fill them to 20# but 15#. 

I use exchanges when my tank is getting near the end of its life to get a newer tank. IIRC in Ohio a tank is only good for 10 years now.

Down here it's Blue Rhino, so whatever they fill theirs to. IDK.  When we had a camper trailer with the 40# tanks, I would get them filled at the local Ace Hardware.  They would set them on a scale while filling, but I don't know if they accounted for the weight before filling.

Gas rated ball valves are as quick as anyone could wish. A quarter turn on, and a quarter turn off; they are available at most hardware stores in the plumbing department.
