From the pic it looks to have a little edge chipping but no hammer marks on the face, makes me suspect it's steel. I'm also a bit skeptical about it being 20lbs. but without something to compare that opinion isn't worth anything. I think it'd make a beautiful bench anvil and for $30 even cast iron would be useful. Deb's 10lb. fold forming and jewelry anvil is a cast iron ASO. Frosty The Lucky.
