I would start by seeing how much the secondary air coming in from between the the burner and its port tube can be reduced without starving the flame; think flat washer mounted on the burner that can be moved closer or farther from the end of the port tube. The thing is that most burner designs need SOME secondary air. You just don't want too much of it; this little trick can increase forge temperatures by as much as twenty percent.
