From the lack of a name, poor quality finish and cast base, probably low-end Asian manufacture, made for the hobby wire jeweler. The number could mean anything, probably just a pattern number. A quick search shows similar items new on Amazon for $13US and up. High quality European models made for professional jewelers would be ten times that much. The good ones are made from high quality steel and the bad ones are cast from scrap. Not worth much but some novice will get suckered into paying big bucks for it on eBay.
