The screw looks perfectly usable, just not original. The first reason I would say its not original is because it looks spot on to be a house jack screw. Secondly the screw is much longer than the vise  can realistically open. The screw has a unneeded chunk off the front. The general shape of the vice more than likely makes it English. Out of the many English vices, and pretty much any other nations vices none of them used an exposed screw. With an exposed screw you run a much greater risk of the screw being struck with a hammer or damaged during shop use. Also an exposed screw will collect lots of grit and scale from normal use. Scale and grit will quickly ware out a box because it is much harder than the screw and box.
