Normally the second 'axle' is used to alter the drills speed ratio one position and the handle turns whilst locating on the boss (centre) gear, And the second position locates the teeth on the outer ring of the handle's gear There should be an arrangement to allow the handle, complete with the gear wheel to be removed, and relocated onto the other axle.
