Take a wire brush to it and put it to work . Looks to be in good shape.

For flat stock I prefer closed mouth tongs . The draw back on closed mouth is they are width suspect .

Look up blacksmith association of Missouri , BAM . There annual conference is this weekend in Sedalia . There are many members in your area .

Leave your stock long enough you dont need tongs. Cut from parent stock when you are about done with the project.

I would leave it as is mount it on a stand and use it.

Mouse hole forge anvil . Have you done a rebound test on it . Use it for two years if after that time you will know if it needs repared . Nice anvil

Used to use them to hang offal in the meat cooler . You can link them together on one hook . So yes they are a meat hook.

Yes you are wrong you can do more damage than good . The face is only so thick taking anything off of it takes away rebound and years of service.

Seen a lot of sunflowers made out of them. Google them and see what you can get out of them and buy some good steel for punches and tools.
