I don't know exactly the types of steels that various manufacturers use for lug wrenches but I have found that when I have made blades from lug wrenches it that has heat treated well. I would genderally characterize lug srenches as being "tough" steel rather than "hard" steel. It should work well as a scribe. I suggest taking a small piece (a "coupon") and experimenting with hardening mediums (oil, water, etc.) and how it tempers. "By hammer and hand all arts do stand." It would matter where in the world you are located as steel in say the UK, Europe, Australia, China or Tasmania would no doubt be made from different steel than the US.
