new flypress - why a ring in the base?

I just picked up a no. 5 flypress made in India. Looking online, I see they call out the hole in the base as 4" without the ring and 2" with the ring.

I realize it's probably obvious, but why is there a ring in the base at all?

    For much the same reason that a bolster plate has differing size holes in it.
