I think that it is either (1) a custom order from a known maker, or (2) from a smaller less well known maker. Hard to tell from one grainy photo, but I think the lines look too clean to be a home made item, or a cast iron fake. The conical horn and small hardy and its placement close to the waist look like earlier mid 19th century work. The long horn and tail is more late 1890s style. Maybe a transitional piece?
