Safe storage?

Whats the legality of storing full acetylene tanks like this? Home laminated wood stand and back wall, light chain loosely "securing" them, no cage, no placards and they are in direct sun half of the day. The oxygen tanks are kept on a similar setup on the opposite end of that metal bin.

I have no idea of their reasoning. There is an existing covered tank cage on the other side of the building that now sits empty.

The oxygen tanks don't care about a little sun unless overfilled by vendor.
The acetylene tanks should have a Guard rail infront of them becuse there is vehicular traffic near that scrap bin.
That they are stored seperately is great. I've visited place where they were in the same bin. Covered storage is prefered of course but not necessary.

I'm a long time industrial gas girl that was part of the safety team.

The main thing I see wrong is that the chain is too light and not tight enough. Some localities would require double chains and a guard rail.
