I expect it is a perfectly good Fisher. Some people swear by them, some curse them. I have never knowingly used a Fisher. I noticed there is still a portion of the Hardie Hole in place - one might be able to weld a square section to that channel to recover the use of Hardie Hole tools. The welding could be done far enough below the plate, or with the anvil inverted in a cooling water bath to preserve the temper, so that you retain all that is present now, plus a square hole for tooling. I would consider that if it were my anvil.
