I came across this old fire grate and was going to make some tongs out of it. Any ideas on what type of steel it might be?

Could be most anything but I'd be very surprised if it was alloy of any kind. May even be wrought iron. Give it a spark test.  Of course for tongs it doesn't make much differnce what it is.
