This is a strange Bird,  looks like there are pins on the end of the jaws to maybe pull something together or close something?  and the pin on the bottom of the jaws like the tool was mounted on something.  and of course you have the articulation to over 90 degrees.. any help or comments would be helpful.

    Looks like a tool for working with chain links.

    It is missing it's long handles which would be the same as boltcutter handles. 

    On closer inspection it looks like something else.
