I found this in my basement as well.This is two kellogg's pump that were used on cadilac in the 1920's to help keep the tires inflated as it went down the road.somebody mounted it to a board and run it off a flat belt pully and turned it a type of air compressor -
the hand crank has been removed,because they ran it on a flat belt,I don't know the speed of the motor. -
