the issue is i have a one speed blower

How do I start a coal forge with a small electric blower? I have tried multiple times and went on multiple sources and followed every thing i was told to do, i used newspaper and lit it from the bottom. Should i use wood instead?

do I need to add water to anything and what are the ratios?

I am somewhat new to blacksmithing and I was wondering if mortar is safe to use. If it isn't I would like to know an inexpensive way to "clay" my forge.
