Could be most anything but I'd be very surprised if it was alloy of any kind. May even be wrought iron. Give it a spark test. Of course for tongs it doesn't make much differnce what it is.

You can straighten twists by heating them, then hitting with a wooden mallet on a wooden stump. The wood is soft enough to not ding the edges of the twist but strong enough to bend the steel.
