Soaked bolts for two weeks with no luck. Found a Fastenal nearby for replacements so took old band saw blade and cut bolts out. In the process, broke one ear off the cast cover...

Mine had been broken the same way.
I cleaned the broken areas up real good with a wire wheel and welded in a series of tack welds with a mig welder.
It wasnt the most beautifull repair but it was solid and has held up well.
Welding that broken tab is optional will work just fine without being welded.
