I have a blacksmiths grinding wheel 

The stone is 200mm wide about 500 diameter , very good condition sandstone ?not sure if it is wet or dry ,

Sits on a well made metal frame on a bearing shaft which is linked via a chain drive to an 240v electric motor ,which is geared down to a very  slow rpm , the shaft has a pto wheel ,  it has been well made,  all bearings etc have grease nipples all in good working order 

I was going to use pto to run a wood lathe but all got  a bit complicated altering speeds etc

To determine if it's wet or dry look for a reservoir for water at the bottom of the stone with a way to drain it. Also a drip system at the top to keep the stone wet. Mine has a stone that is not as wide as yours but a lot larger in diameter. I've never measured mine. Pictures of mine.
