Purple Bullet Posted April 29, 2022 Share Posted April 29, 2022 I can't claim to KNOW what it is, but my guess is that it is a valve handle or some other control handle. From the square inset for the stem to fit in, and the raised end that looks like it could be something that would fit in a detent to hold that position. The swivel allows it to raise out of the detent to move to another position. Either gravity or a spring might hold it down until the other end was depressed to raise it out of the detent. I have seen an old wrench like that on an old American LaFrance fire engine that the city had. It was used to shut off gas mains and open fire hydrants as far as I know.
