Identifying Metal - OK to forge?

Long time lurker on this forum. Greeting.
 

Ran by the junk store and found a bunch of good used files and punches. I also grabbed a couple torch holders, but they have a black coating I’m unsure of. There was some rust… but I could tell something was burning off when I heated it up, so I stopped to look into the coating. 
 

thoughts on safety?

Welcome aboard Jay, glad to have you. If you put your general location in the header you'll have a better chance of hooking up with members living within visiting distance.

It's "PROBABLY" paint but that's just a guess. What kind of paint depends on age, if it's old enough it could be lead based badness.

There are other coatings of course but I can't tell from here.

A wire brush, respirator and coveralls is basic safety against dust or particulates. Paint strippers work but you may end up with a hazmat to dispose of. Burning it puts whatever chemicals it contains into the air as smoke and particulates a lot smaller than brushings.

Good question, glad you asked. I wish I had a better answer than just be really careful of whatever comes off and how you dispose of it.
