What is happening at 8:20 in this video?

At about 8:20 in this video he pulls the tool out of the heat and presses it into a white powder (Borax?) before quenching. 

Can someone tell me what is going on here?

Note that there's a cut between the powder and the quench. If Thomas is correct about the case-hardening-with-sugar hypothesis (which would be, let's face it, pretty sweet), I'm guessing that there's some amount of time (and possibly multiple heats) not shown in which the tool could be absorbing carbon from the powder.

Case hardening is as good of a guess as any. I don't think it would work, tho. 

Good point, JHCC. Along with that, we don't know what kind of stock it is. I'd guess it's from an axel

My guess would be some sort of Super Quench.

But I don't think either guess would do anything worthwhile.

I'm with Thomas but if I had to make a different guess I'd say it was some sort of insulation for a differential heat treat like claying a blade.
