TWISTEDWILLOW
A quick google turned up Athol machine company ... (AM CO) started in 1868 and was taken over by starrett in 1905. Then changed its name in 1922 to athol machine and foundry company. And then sometime later it became starrett so your vice was made sometime between 1868 and 1922 I’m guessing. TWISTEDWILLOW
I’ve had vises sand blasted with good results and then Primed and painted them. I don’t think you will have any problems.

Irondragon Forge ClayWorks
Knowing where in the world you are located may help with answers. A full picture of both sides might also help. I can't tell from the close ups if it's a bench vise or post (leg) vise. I was able to get rid of most of my old vices.
TWISTEDWILLOW
I still have most of my vices but I don’t think sandblasting will help me get rid of them...but it sure does help make my vises look nice lol.
