I understood you Deimos, I only brought up the oxygen lance as an extreme example of applying heat to concrete. 

A little splatter from a torch or welder doesn't cause concrete to spall unless it builds up in one spot. Cut close enough the flame plays on it or lay a burning torch down and it'll rain hot concrete chips.
