  It looks like a specialized circle or arc scriber to me.  Not much to go on.

Its a prime example of a classic doo hicky.  You will find it at the bottom of your forge next to the round-to-it.

  I have large collection of doo hicky's.  It's a fun and facinating hobby in a way.  They are everywhere once you learn what to look for.  I learned to put a size limit on them.  You can get overloaded/overwhelmed.

Looks like an edge scribe, or how to call it. You put the point up against the wall and scribe the shape on to a tile or a wood board.

The point is pointing the wrong direction for an edge scribe. I think maybe it's a depth gauge but that's a reach.

I'd guess it is an edge scribe. Probably for woodworking.

The pointed end looks to be bent and twisted up... I would guess that the flat piece that has a point to it was the adjustable end used to scribe, and the pointed end would have been the hook that goes over the edge... before it was... um... modified.

It doesn't look to have a very wide range, I'd guess to measure and scribe along the thickness of a board for joinery work?
