Irondragon Forge ClayWorks
It looks like a 5 blade fan and one is missing to me.
Smeden gegen
This old thing is made from mild steel plate (fan blade) 4 blade construction
Latticino
I would carefully clean the surface of the broken blade, then torch braise a sheet metal "bandage" over the broken part. It is hard to tell from your photo, but you might want to extend the "bandage" right up to the center cylindrical core. Airflow at that point on the blade is not overly critical, so you should be able to get by with a modicum of sanding to lightly flush it out. If you can add a bit of weight to the opposite side blade to balance the impeller that would be a good job as well.

Irondragon Forge ClayWorks
I would do the repair as Latticino said. Tig welding could be used also, but it will take someone who is good at that. The main thing is to get it super clean.
