It's a point in an orbit where gravitational influences cause stable zones between any two or more bodies in orbit. The one Thomas is referring to is trailing Earth in the Sol Earth orbit. Earth Luna has Lagrangian points too but Sol's influence makes them much less stable, the only really stable Earth Luna Lagrangian point is L1, at a point between Earth and Luna.
