Donal Harris
Supposedly it is frozen and the screw will not turn, but for $20 it seems worth the risk. It should be wrought iron. I could use that even if I can’t get it working again.
Frosty
Soak it in a bucket of ATF and acetone. Pull it every day or so and try working the screw, don't force it, just bump it back and forth. it'll loosen the screw. Frosty The Lucky.
caotropheus
It is impossible to go wrong for 20 USD for that vice even with a frozen screw. You can forge the spring and fabricate the mounting plate later. Listen to Frosty, apply his method and the screw will become loose one day. Patience is key here, do not force anything or overheat there are brazed parts in the screw area that may become loose or destroyed... Don't forget to show us the vice after restoration and in operation.
Glenn
It took a long time to freeze up, so do not get excited about taking it a while to work loose.
Irondragon Forge ClayWorks
I'd be all over it at $20 like others have said soaking it in a 50/50 mix of trans fluid & acetone will get it going. Also soak the pivot point of the moveable jaw it's probably frozen too. It will be easy to make an extension for the leg that someone cut off, they must have had it mounted low to do some heavy striking on it. Donal Harris
Someone was faster. I missed out on a rivet forge with blower for $45 a month ago as well.
