help identify this for me, please

Hello, I'm new to blacksmithing and have gotten a few things here and there as far as tools and the like. Recently, I came across this device whilst scouring eBay, and am not familiar with this at all.  I was hoping for some help identifying what it is and what/how it is to be used.  the listing said it was a shaping tool.

Now if that isn’t a little jewel. I believe the part with the bolt goes parallel with the anvil face. The bolt being an add on to adjust for thicker stock and the welded tab being the original stop. The discoloration lends me to believe the rounded bulge is the original striking seface and the movable bail is a clamp. As to what special purpose I don’t know, tho it apears to be factory made and modified. Pictures from other angles might help.

It's a hold down.  Slotted hole in the tube is to wedge it thru the hardy hole, throw the cam and the threaded portion swings down and clamps to the anvil.
