HenryDowning
I’m very new to blacksmithing and am wondering about setting up a forge. I have a very limited budget and wanna start dabbling in forge welding eventually but I want to do it with coal or charcoal to keep the price down. Is this possible and how would you build a forge like this.

Daswulf
Building a forge can be practically free if you have a bit of knowledge to know what you need. A little scrounging knowledge goes a long way as well. For starters read the post Steve linked. Then move on to read the JABOD (just a box of dirt) forge thread. Knowledge is your key to starting with little to no money, and it is all pretty well outlined on this site.
ThomasPowers
Yes; they have been forgewelding with charcoal about 3000 years now and almost 1000 with coal. You can build a forge for little to no money. I can't make specific suggestions because I don't know where you are and so materials available in Finland may not be in South Africa. Anyway I will have a forge at a SCA even in Socorro NM, USA this Saturday stop by and lets talk!
