My state take in a lot of military and hazardous wastes. Could be some arrangement with a private company similar to what we have in Utah. Company in Utah is EnergySolutions. There is a pile of anchor cable at a farm nearby; but I know they use that to clean out pasture---string it between two large dozers and rip out the mesquite trees or junipers growing back since the last time.
