Bhutton
You might try the ice shield material they use on roofs (Asphalt) build this up 2-3 layers thick & stick it right to the sides...That'll quite it right down for sure. Take a piece about the size of your fingernail & stick it to a wrench...drop the wrench...no ringing at all.
falsevacuum
To be honest, the quieting part is mostly for the neighbors, who haven't said anything yet. I don't terribly mind the bell sounds... Makes me feel like I'm being accompanied by a choir of really loud bell ringers. Welive in the middle of town. Most of the neighbors are old folks. One house next to us is vacant. I can't get at
Daswulf
was just thinking build up to the sides of the i beam from the base with wood and box it in and fill with sand. you wont move it but it'll be quieter.
JHCC
Since you've got a stick welder, I'd go with Frosty's suggestion of welding a ton of random stuff in there. Your problem right now is that you have a big ol' resonating plate in the middle of the thing, and anything that makes it harder for that plate to resonate freely will help quiet it down.
